By law the Communicable Disease Surveillance Centre (CDSC) at the Central Public Health Laboratory in London, which is part of the Health Protection Agency (HPA), has to be notified of any communicable diseases.
I don't know if their powers and duties are equivalent to the CDC, but the HPA web site is probably the best place to find the details.
